The Acute Psychiatric Unit Nurse Manager under the Mental Health & Neurosciences Division (MHND) within the VA Portland Health Care System (VAPORHCS) supports the mission, vision and objectives of VAPORHCS and is accountable for the development and achievement of a defined set of measurable performance goals addressing customer and employee satisfaction, quality, cost, efficiency, budget planning and forecasting, and efficient use of resources. The Nurse Manager participates as a member of VAPORHCS and MHND committees as designated. Promotes a culture of innovation while assuring that standards of care are met or exceeded through the application of evidenced-based practice. Assesses, maintains and improves competence and professional role of staff members which includes providing staff development opportunities and facilitating research-based practice. Negotiates outcome focused performance goals for Acute Psychiatry to include the hospital inpatient unit and the Mental Health Emergency Department consult program under the direction of the Acute Psychiatry Program PCL Manager and in coordination with the MHND leadership, utilizing a variety of sources and statistical analysis to trend and analyze data. The incumbent will promote an environment conducive to cooperation and integration of clinical and administrative roles leading to high productivity, customer and staff satisfaction; developing communication channels within programs and across internal and external programs and product lines. The incumbent is also knowledgeable and skillful in current labor relation practices, labor contract, and the concepts of AFGE partnership.

Designated first-line supervisory authority, responsibility, and accountability for the 24/7 operations of their work area, ensuring that subordinate personnel provide timely nursing care which complies with generally accepted standards of clinical practice. This includes the authority to accept, amend, or reject the work of subordinates.

The Nurse Manager for the Acute Psychiatry Unit under the MHND within VAPORHCS has 24/7 programmatic accountability and supervisory oversight for clinical and administrative processes for the Acute Psychiatry Unit(s) on the Portland campus.

Work Schedule: M-F 7:30 a.m. - 4:00 p.m. (Compressed tour may be available.)

    • Basic Requirements:
      • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
      Preferred Experience: Master of Science in Nursing, Health Care Administration and/or Clinical Nurse Leader or enrolled in one of these advanced degree programs; 2-3 years Acute Psychiatric Nursing experience; 2-3 years in a leadership role such as Manager, Assistant Manager, or Unit Shift Leader.

      Grade Determinations: The following criteria must be met in determining the grade assignment of candidates:
      • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
      • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.
      Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

      Physical Requirements: Moderate lifting and carrying (15-44 lbs); hand-over-hand and straight pulling (15 minutes); pushing (30 minutes); reaching above shoulder; both hands required; use of fingers; walking (6 hrs); standing (2 hrs); kneeling (30 minutes); repeated bending (1 hr); climbing, legs only (30 minutes); both legs required; Ability for rapid mental and muscular coordinating simultaneously; depth perception; ability to distinguish basic colors & shades of colors; hearing (aid permitted); mental & emotional stability required.
