The Chief Nurse Extended Care Service at the VA Palo Alto Health Care System (VAPAHCS) reports directly to the Deputy Director for Patient Care Service/Nursing Services.  The Chief Nurse is a member of the Extended Care Dyad and works closely with the Deputy Associate Chief of Staff for Extended Care to implement and promote the Service Improvement Model for Extended Care Service.  The Chief Nurse is responsible for overall leadership for nursing care practice throughout the VAPAHCS Community Living Centers (CLCs) located at the three divisions: Palo Alto, Livermore and Menlo Park. Nursing staff provide care to Veterans in a number of programs: Short Stay, Hospice, Long Term Care and Respite. The Chief Nurse has responsibility for oversight of more than 400 FTE nursing staff, ensuring safe high quality nursing care is delivered to residents in all CLC locations within the VAPAHCS.  The Chief Nurse ensures the nursing staff provides competent nursing care based on established nursing standards of practice. The Chief Nurse, Extended Care is a senior level nursing administrator and has clinical and administrative oversight responsibility for the full range of inpatient extended care programs in a highly complex tertiary facility. The Chief Nurse is responsible for recruitment, hiring and supervision of nursing staff assigned to these units and these quality management programs, fiscal management and safety compliance. This individual works effectively within an interdisciplinary framework and has excellent communication skills with staff at all levels of the VA and with families and veterans. The Chief Nurse works with the Deputy Director for Patient Care Service/Nursing Services and other Chief Nurses to maintain a high level of nursing practice for the Health Care System, the Chiefs of Social Work, Psychology, Recreation Therapy, as well as the Associate Chief of Staff for Extended Care and the Deputy Associate Chief of Staff for Extended Care, to direct and provide comprehensive care to veterans. Additional collaboration and collegial relationships are expected with all other clinical and administrative service representatives to ensure high quality comprehensive care delivery with an emphasis of safe environment for all residents and staff.

The major duties and responsibilities include, but are not limited to:

  • Uses an analytical framework, such as the nursing process, to create an environment that facilitates the delivery of care.  Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups.
  • Provides leadership in addressing ethical issues that impact patients and staff in or beyond the organization and the local health care community.
  • Designs, modifies, and implements systems compatible with professional standards and within the mission and the goals of the organization to improve the cost-effective use of resources.
  • Develops staff for career progression.  Forecasts new knowledge needs for changing practice environments/population groups.  Plans, implements, and evaluates strategies to meet those needs.
  • Implements standards of professional practice and accrediting bodies and applicable regulations.
