Summary

A full time position for a Nurse Manager (NM) exists in the Patient Aligned Care Team (PACT) Clinics of Nursing at the Midtown location. The Midtown Clinic is located at 15th Avenue and Camelback Road in Phoenix. The NM is responsible for the coordination and leadership of nursing practice, quality of care, performance improvement, patient-safety, and environment of care, education and professional development in the PACT clinics.

Work Schedule: Monday-Friday, Days, 8 hour tours of duty, and is subject to change. This may rotating days off, rotating tours of duty, and/or weekend and holiday coverage.

Duties

The NM Has accountability for planning, designing, integrating, implementing, and evaluating programs of clinical practice to continuously improve services to the veterans. Furthermore, the NM promotes interdisciplinary evidence-based practice and customer service & satisfaction. He/she is responsible for the delivery of all nursing services, and for the immediate supervision and guidance of the Registered Nurse, Licensed Practical Nurse and non-licensed staff members. Duties also include payroll certification, annual employee ratings, completion of annual training by staff, competency assessment, disciplinary guidance and career counseling/mentoring. The Nurse Manager works collaboratively across all service lines and with upper management and in particular with the providers in the PACT Clinics. The NM must oversee the allocation of available resources and the implementation of programs to promote safe, efficient and cost effective services. The Nurse Manager is responsible for meeting standards of care, regulatory and performance measure indicators for the facility and participates in the development of goals and strategic plans aimed at meeting patient care needs. This manager will be expected to provide cross coverage for supervisory peers as warranted by staffing needs.

    • Basic Requirements:
      • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
      Preferred Education & Experience:
      • Master's in Science of Nursing (MSN).
      • Three years of successful nursing practice with progressive growth and an increasing level of responsibility.
      • Two years of this practice in medicine, oncology, cardiology, outpatient and/or acute care nursing.
      • Prior Nurse Manager experience.
      • Knowledge of Case Management, Utilization Review and/or Purchased Care concepts.
      • Demonstrated ability to perform duties in accordance with the VA Standards of care.
      • Ability to easily establish and maintain good interpersonal relationship and communication with physicians, staff, patients, and their significant others.
      • Self-directed with strong organizational skills.
      • Independent in goal setting and in the management of complex client, health care provider, and facility situations.
      • Documented evidence of high satisfactory performance and dependability.
      • Demonstrates diplomacy and professionalism.
      • Possess a working knowledge of quality management principles, Joint Commission requirements.
      • Demonstrates effective data management.
      • Ability to communicate effectively both verbally and in writing.
      • Advanced computer knowledge and skills highly recommended.
      Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
      • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
      • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
      • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
      • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
      • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.
      • This position is opened internal only, therefore, the selectee will be reassigned at their current grade. Two steps will added to their current step, due to the assignment of this position (i.e. Nurse Manager).

      Physical Requirements: Near vision correctable at 13" to 16"; far vision correctable in one eye to 20/25 or better. Ability to distinguish shades of color is not required but would be beneficial. Incumbent will sit, type, walk and talk with staff, manage databases. S/He should be able to carry 20 lbs for long distances in extreme heat on an intermittent basis. The physical requirements of this position include lifting, prolonged standing and sitting, frequent bending, walking (distance), climbing (steps, ladder, reaching (overhead, extensive/repetitive), repetitive motion and stooping. The mental/sensory requirements include recall, reasoning, problem-solving, hearing, speaking clearly, writing legibly, keyboarding, reading and logical thinking. The environment's pace can vary from steady to a sometimes fast pace requiring handling of multiple priorities, frequent, sometimes intense customer interactions, and the ability to adapt to frequent changes in a sometimes noisy environment. There may be the need to use personal protective equipment to prevent exposure to disease, illness and hazardous materials.
