The Alexandria VA Health Care System is seeking a Registered Nurse - for the position of the Associate Chief of Nursing Service; Acute and Outpatient.The incumbent will report to the Associate Director of Patient Care Services. The Associate Chief Nurse for Acute Care and Outpatient Services is accountable for nursing practices across complex patient care areas that include Clinical review, Managerial and Administrative functions to support the mission and vision of Nursing and the Medical Center.

The Alexandria VA Health Care System, Alexandria, Louisiana is a Joint Commission accredited, complexity level 3 facility serving Veterans within 23 of Louisiana's 64 parishes. The Alexandria VAHCS is located in Pineville, Louisiana with community based outpatient clinics (CBOCs) in Jennings, Lake Charles, Lafayette, Fort Polk, and Natchitoches. Louisiana.

Duties

Work Schedule: Monday - Friday, 7:30 am or 4:00 pm (with some weekend and off tour rotations as needed)

Major Duties: As the Associate Chief of Nursing Service for Acute and Outpatient Care, the incumbent executes leadership characterized by substantial and continuous responsibility and accountability for population groups and integrated programs that cross service and/or discipline tines. He or she sets long and short term goals for the program and are interrelated with goals of the facility/Health Care system. Incumbent oversees creation and maintenance of a positive organizational climate and culture including such issues as work environment, diversity, employee recognition and safety/patient safety. He or she functions as an administrator, educator, leader, consultant applying leadership and management theories in collaboration with Nursing and other services. The incumbent establishes and maintains effective relationships with all levels of Health Care System staff and relates effectively with customer, families and the community and program leaders at the local and Network levels. Incumbent's key relationships with staff will include: (1) Supervises and Assist Nurse Managers and Administrative Officers to carry out functions and activities expected of them; (2) Contribute ideas and recommendations for standards of care and policies for the enhancement of Nursing Service organization-wide; (3) Assist in policy making and review activities and (4) Collaborate with other Health Care staff to establish and maintain programs that cross service lines and influence the organizational mission and Health Care delivery. He or she will ensure compliance with clinical practice guidelines and clinical reminder alerts within scope of assignment for self and other personnel under his/her supervision. The incumbent handles the (Nursing) program responsibility for Acute Care, Inpatient Care, Medical/Surgical Areas, Operating room/Specialty services, Urgent Care Clinic, Ambulatory Health Care (including Occupational Health) and two Northern Community Based Outpatient Clinics (Fort Polk and Natchitoches); under the Alexandria VA Health Care System. Incumbent provides cross coverage for other positions within the Service. He or she ensures Nursing practice is consistent with nationally professional standards and current evidence based practice.
The incumbent promotes a practice environment that empowers nurses to provide effective, compassionate, efficient patient-centric care. He or she serves as a professional role model and mentor to motivate, develop, recruit and retain nurses. Incumbent will serve as a catalyst for the integration and collaboration of nursing with other services in the mutual achievement of patient centeredness and organizational goals. He or she ensures appropriate allocation of human, material and financial resources for specific functions and purpose related to patient care. Incumbent collaborates with executive healthcare services. The incumbent supports effective labor management relationships. He or she assists with the development and revision of position descriptions, functional statements, and performance standards. He or she projects staffing needs and policy development based upon current research findings and staffing methodology. Incumbent facilitates and endorses educational research and upward mobility opportunities for staff. Identifies new modalities of care and future direction of healthcare by forecasting knowledge needs, analyzing data for a complex healthcare delivery system involving a diversity of disciplines within the service. The incumbent promotes an interdisciplinary approach to care planning and delivery with an objective for improvements of patient care


Physical Requirements: The population of male and female veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required up to 50 pounds. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. In addition, the incumbent must be emotionally stable and adjust to different types of personalities, demonstrating cheerfulness, compassion, courtesy and concern. He/she must be quick and dependable in taking emergency action as directed and use initiative in preventing accidents.

      Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP).     • Basic Requirements:
      • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
      • Physical and intellectual capacity to satisfactorily perform duties
      Required Education/Experience :
      • Master's degree in nursing or Masters in related field with a BSN (NLN accredited) and approximately 4-5 years of leadership experience OR Doctoral degree in nursing or related field (Regionally accredited university or college) and approximately 3-4 years' leadership experience.

      Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
      • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
