Summary
Duties
  • Facilitates patient throughput with an ongoing focus on quality and efficiency.
  • Screens admissions, using approved criteria, for appropriateness of level of care orders and bed assignments.
  • Escalates medical necessity issues, admission status issues, and bed assignment conflicts through the established chain of command.
  • Prioritizes bed requests, coordinates bed reservations, and assigns bed reservation holds timely for all admissions and transfers in the hospital.
  • Educates nurses, physicians, and ancillary staffs in level of care and bed placement issues.
  • Through effective and professional communication, acts as a liaison between and with physicians, patient/family, hospital staff and patient care areas, and outside agencies in an effort to promote efficient patient flow.
  • Communicates with Emergency Department frequently to prevent a backup of admissions and activates saturation protocols to alleviate the backlog.
  • Demonstrates ability to plan, supervise, instruct and evaluate ancillary nursing personnel, floats, intermittent and registry staff. Ensures that documentation is completed each shift for registry staff.
  • Routinely rounds throughout the hospital to identify available beds on every unit.
  • Keeps nursing leadership (as appropriate) abreast of critical situations impacting the hospital.
  • Facilitates daily bed management meeting and effectively communicates resources and issues to appropriate areas of the facility.
  • Responsively monitors facility triggers and capacity/occupancy and initiates actions to mitigate facility saturation.
  • Provides personnel to ensure appropriate staffing in accordance with budgeted matrix standards and patient care needs.
  • Uses systematic methods to resolve problems and evaluate outcomes.
  • Demonstrates knowledge of regulatory requirements and quality initiatives; monitors self- compliance and implements process changes to ensure compliance to such regulations and quality initiatives as they relate to the provision of Bed Management Services.
  • Treats customers of all ages, creeds, genders, disabilities and diagnoses with dignity and respect, without bias or prejudice.
  • Demonstrates knowledge of, respect for, cultural and spiritual needs of others.
  • Maintains clinical knowledge regarding disease entities; epidemiological issues and circumstances that may change where a patient can be placed.

    • Basic Requirements:
      • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
      Preferred Experience:
      • Experience is required within the last two years as a registered nurse.
      • BSN and/or Master's degree from an accredited school of nursing recognized by the VA (Commission on Collegiate Nursing Education (CCNE) or The Accreditation Commission for Education in Nursing (ACEN).
      • Have flexibility to adjust the schedule occasionally in order to accommodate other schedules and/or deadlines or projects.
      • Actively supports and participates in performance improvement activities.
      • Cooperates fully in all risk management activities and investigations.
      • Identifies own education needs and establishes personal goals annually.
      • Troubleshoots and resolves all technical equipment, patient and personnel problems with assistance of appropriate department.
      • Facilitates patient care through ensuring supplies from SPS and Housekeeping.
      • Troubleshoots unusual occurrences as appropriate to ensure optimum patient care.
      • Participates and attends Nursing Service meetings (as applicable). Provides input for resolution for identified problems.
      • Completes all documentation on a timely basis.
      • Serves as a professional role model; adheres to dress code.
      • Identifies learning needs of staff to managers.
      • Demonstrates good telephone courtesy. Conveys caring by both verbal and non-verbal communication, eye contact, and appropriate use of touch.

      Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
      • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
      • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
      • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
      • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
      • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.

      Physical Requirements:
      • Involves considerable amount of standing, walking, stooping, bending, reaching, lifting, and turning.
      • Requires carrying or lifting of objects weighing up to 50 lbs., but occasionally may require work that involves pushing or lifting in excess of 50 pounds and going up and down flights of stairs.
      • The position requires visual and auditory acuity at a level to provide safe and effective nursing care.
      • The position requires the nurse to work for periods of time with arms above shoulder level or with neck in a fully flexed or extended position and the ability to physically control or defend against emotionally ill clients.
      • Requires use of hands for actions such as typing, simple grasping, fine manipulation, and repetitive actions.
      • Requires the ability to frequently respond to multiple demands and priorities.
      • Has potential for exposure to infectious diseases, hazardous waste and chemicals.

      • Ability to effectively utilize a stethoscope and distinguish breath and heart, and bowel sounds;
      • Emotional and mental stability - ability to effectively perform the essential functions of the position and respond appropriately in emergency situations.
